if you are too lazy to learn html you can create a free website with a custom design at webs.com.

If you want your own website, with your own design the first thing you will need apart from knowing html is a web-host some free web hosts are:

http://www.freewebhostingarea.com

then design your website from your computer, with html
(you can "code" in html from notepad)

once you are done and have an index page (index.html) you upload all your files to your web-host via FTP or manually and you are done

now you can access your website from the domain (www.example.com) that the web-host provided and if you want to change that domain you can buy a top level domain here:

www.namecheap.com

or get a free domain at:

http://co.cc/
www.dot.tk/
